Military facilities at Grand Forks Air Force Base will be turned over to private property management on June 1, according to base administration.
The conversion, which began in early 2011, foresees the demolition of 286 existing residential units, mainly two-, four- and six-plex buildings, which will leave the base with 547 family homes.
Minot Afb Housing & Information
The reduction in housing units follows the recent transition of the Grand Forks naval base from a military tanker mission to the current unmanned aircraft system mission. Since 2006, the number of pilots at the base has been reduced from 2,450 to about 1,200, while the number of employees at the base has decreased from more than 3,000 to about 1,000.
The existing single-family house was built where an older multi-apartment building stood, with the idea of maintaining the atmosphere of the neighborhood, with parks, trees, playgrounds and other amenities.
The Air Force has selected the Pennsylvania-based Balfour Beatty Community to privatize the housing base for what it calls the Northern Group Project, including Grand Forks and Minot Air Forks, Cavalier (ND) Air Force Station, as well as bases in South Dakota and New Mexico. .
The company will have 50 years of ownership and management of 4,761 residential units in the Northern Group, including 547 in Grand Forks. Most homes are basically around 2,000 square feet, although some four-bedroom units are up to 2,600 square feet.

As part of the conversion process, Russell Love, an attorney representing the Balfour Beatty Group, asked the Grand Forks County Commission on Tuesday to consider a property tax exemption for the project.
Such exemptions have been granted in the majority of cases across the country since the US military began privatizing its housing facilities about 15 years ago and about 70 projects in which Balfour Beatty has been involved, according to Love.
While the management company will have primary ownership of the property, the Air Force will retain majority control of the property, determining who can live in the housing facility and setting the rules. It will also realize 88.2 percent of the stock's potential return after the 50-year period expires.
The commission referred the matter to Attorney General Peter Welte and Tax Equalization Director Amber Gudajtes, seeking a recommendation at a March 20 meeting.
Tobi Ln, Grand Forks, Nd 58201
Cinta and Gudajtes said the biggest potential impact of putting air base property on the local tax rolls would be the loss of federal aid for Grand Forks school district students who live on the base.
In 2011, the Impact Assistance totaled more than $2.2 million. Meanwhile, the potential property tax revenue from 547 properties will be less than half that amount, according to Gudajtes.
Colonel Tim Bush, 319th Air Force Base Wing Commander, and Wayne Koop, 319th Civil Engineer Squadron Asset Management Flight Chief, addressed residents at a recent town hall meeting on the base.
Koop said the change means Balfour will be the "landlord, manager and maintainer" of all family housing on base. Residents, for example, must sign up for leases by mid-April.
N 39th St, Grand Forks, Nd 58203
He assured residents that the Air Force would work closely with Balfour Beatty and assist if residents' concerns could not be resolved with the property management office.
Base officials provide information to residents through the base's website, as well as through a Facebook page about housing privatization.
Since the meeting, questions have ranged from how garbage collection will be handled and whether residents can hire their own carpet cleaners to how to apply for moving to a larger home to accommodate a growing family.
The Grand Forks Blue Zones Project, which hopes to make Grand Forks not only a healthier city but a closer community, is hosting an event on Saturday, January 21 at the Empire Arts Center from 3 to 5 p.m.
